Seeking second term
“I take my responsibility to my community and fellow citizens seriously,” Phillips said. “I feel that my background of over 40 years in law enforcement — 30 of them with the Johnson City Police Department, with the last 19 serving as captain — gives me the training, leadership and experience to accomplish these goals. I want to see that our children are well educated and well protected with better schools. I also will continue to consider all recommendations seriously on how citizens would like to see our community change for the better.”
1. Which committees would you like to serve on and why?
“For the past four years, I have served on nine committees. If elected for a second term, I would like to serve on the Public Safety Committee, CIA Committee and the Legal Services Committee.”
2. What factors should be considered in a decision on whether commissioners receive benefits?
“I think the county commission should form a committee to study the compensation of a county commissioner in all counties in Tennessee with similar size and population, and then make a recommendation accordingly to the full commission. I feel that all county commissioners should keep an open mind and consider what is best for Washington County and the people who put their trust in them.”
