Roadrunner, Dunkin’ Donuts receives lighting, sign approval

The Jonesborough Planning Commission approved a sign and lighting plan for the new Roadrunner and Dunkin’ Donuts building last week, moving it one step closer to its proposed opening date in March.
Board member Chuck Vest complimented staff on the good recommendations for the signage, as well as the lighting plan for the structure being built at the intersection of Boone Street and Jackson Boulevard – the main entrance into the historic district of the community.
Town Administrator Bob Browning explained that the Planning Commission approves signage for free standing and building mounted signs, adding that in the past, the sign criteria were limited by square footage and the amount of street frontage related to the length of the building.
“One of the things that we have done is work on an alternative way of looking at building signage,” Browning said.
The architect now has major input into the signage that goes on and with the building, something he says is “logical” and prevents a disconnect between the designer of the building and the signage reviews.
Now, Browning said, the Planning Commission can review signage based on architectural issues, such as, “Does it fit the architecture elements of the building?,” “Will the signage look good on the building based on the design of the building?” and “Does it get in the way of the functionality of the building?”
“That was the way this was reviewed,” Browning said. “We felt like the signage was very appropriate on the building for its location at the corner of two major arterial routes.”
The approved recommendation includes two freestanding monument signs, one for Roadrunner and the other Dunkin’ Donuts.
The Roadrunner sign includes an electronic message board for gas prices near the existing Shell sign and a Dunkin’ Donuts sign will be placed at the Boone Street entrance.
The Dunkin’ Donuts logo and signage will appear on all four sides of the building, making them visible from the street. There will be a drive-thru sign on the south wall under the Dunkin’ Donuts logo, a “coffee and more” sign on the east wall and a coffee cup graphic on the north wall.
The Roadrunner logo will be used twice on the building, once on the west side and the other on the east wall.
A lighting plan for the buildings was also discussed, which will include five LED area lights, wall pack lights on the east or back side of the building, a canopy light for the gas area and walkway lights.
In an attempt to reduce excessive glare from the lighting, Browning said the lighting fixtures will include “full cut off,” allowing light has to shine down at the site or on the building without creating glare, something that is important because of traffic flow in the area.
Another important aspect of the building is its location, since it is at the entrance of Jonesborough’s historic district and historic downtown.
“One of the issues with the building is the fact that the gas canopy is on the Town Hall side of the building,” Browning said, adding that it is essentially located behind the side of building facing the main intersection.
“That puts the main entrance to the building facing the open space area of Town Hall. The rear of the building is facing the intersection.”
In order to allay some of the concerns about visibility of electric panels and HVAC unit at the back of the building, Browning said Mountain Empire Oil has landscaping plans that include the addition of a free standing screen.
The screen is designed to enclose the utilities and create a landscaped area that will be visible to motorists, he added.
